They did not and do not have the funds available for such a wholesale restructuring. Nor did any of them have any experience in democratic self-government or a modern, free-market economy. They did not have political parties, independent labor unions, business associations, or civil society; all this would have to be created from scratch. They lacked the infrastructure for development and their governments and bureaucracies, still often operating in the old Soviet style, were inefficient, bloated, corrupt, and not oriented toward serving the public.

France France is a country of sixty-two million persons located in the heart of continental Europe, with a per capita income of $33,470 per year, making it one of the richest or most-developed countries in the world. It is an industrialized country, highly literate, highly urban, and very sophisticated in terms of its art, music, painting, and so on. Its capital, Paris, is one of the great cities in the world, a leader in business as well as livability. For most of its history, France was one of the leading powers in the world, but its defeats in World Wars I and II led to its falling to the ranks of a secondary power.

Meanwhile (although that is not the focus of this chapter), the main Cold War battlefields began to shift away from Europe and toward the Third World—China, Korea, Cuba, the Congo, Vietnam and Southeast Asia, Central America, the Horn of Africa. Tensions along the Iron Curtain eased or at least reached a stalemate. While there was stalemate at the strategic and military level, at the underlying social, cultural, economic, and political level there was considerable dynamism; things began to change.
